Public hearings on the Project. 20.12.2016 08:51The public hearings on the subject: “Construction of a fertilizer plant on the basis of the “Gorny” Federal State-Owned Enterprise property complex” and its impact on the social and economic situation of the territories and environment” were held on December 20, 2016 in the “Cultural Center” Municipal Institution of the Mikhailovsky Closed Administrative Territorial Unit. The fertilizer plant construction promoter is the “Scientific and Production Enterprise Platex”, LLC.
The following persons participated in the public hearings: the first deputy of the minister of industry and energy Belgorodsky V.S., the deputy head of the summary analytical department of the Ministry of the Industry and Trade of the Russian Federation Logvanov A.S., the chairman of the management board of the “Scientific and Production Enterprise Platex”, LLC Vaulin N.E., the General Manager of the “Scientific and Production Enterprise Platex”, LLC Avdeev D.A., the head of the Mikhailovsky Closed Administrative Territorial Unit of the Saratov region Romanov A.M., the head of the Krasnopatizansky district Bodrov Yu.L., the employees of the “Gorny” Federal State-Owned Enterprise, the Mikhailovsky Closed Administrative Territorial Unit inhabitants, community workers.
Romanov A.M. addressed the gathered audience with the following opening remarks: “Dear inhabitants of the Mikhailovsky Closed Administrative Territorial Unit and all the participants of the public hearings! Today, we shall discuss an important issue regarding the “Construction of a fertilizer plant on the basis of the “Gorny” Federal State-Owned Enterprise property complex”, its influence on the social and economic situation of the territories and the environment”, we also shall define the targets of this project. After that, the floor was given to Logvanov A.V. who provided the detailed information about the targets of these public hearings, positive opportunities for the inhabitants of the Mikhailovsky Closed Administrative Territorial Unit emerging from the construction of a fertilizer plant on the basis of the “Gorny” Federal State-Owned Enterprise property complex and its influence on the social and economic situation of the territories and the environment.
The choice of this particular investment project providing for partial involvement of the “Gorny” Federal State-Owned Enterprise property complex is based on the following requirements imposed on the enterprise to be established as a result of implementation of this investment project:
• preserving the capacity of the “Gorny” Federal State-Owned Enterprise to perform its functions;
• creation of a great number of jobs;
• comfortable and safe working conditions (thanks to the use of the modern equipment);
• stable and competitive salaries;
• creation of a well-developed infrastructure;
• significant tax payments.
The characteristics of the infrastructure of the “Gorny” Federal State-Owned Enterprise allow to create a modern large-scale production of mineral fertilizers assuming the above-mentioned social functions and allowing the “Gorny” Federal State-Owned Enterprise to continue to perform its tasks.
Then, Vaulin N.E. made a presentation. In his presentation, he introduced the investment project on construction of a fertilizer plant to the audience.
The construction of a fertilizer plant on the basis of the “Gorny” Federal State-Owned Enterprise property complex represents an efficient solution and will have a favourable effect on the economy of the Russian Federation in general and on the economy of the Saratov region in particular.
The hearings were held in the form of an open dialog. Anybody who wanted could ask questions being of interest to them and received the sought answers. The audience was provided with the information about the planned design solutions. But the work on provision of information to the public does not stop there and will be continued in future.
The purpose of the public hearing was achieved. The audience unanimously voted for the construction of a fertilizer plant on the basis of the “Gorny” Federal State-Owned Enterprise property complex.
