On Monday, February 27, the Governor Valery Radaev conducted several bilateral meetings and negotiations with investors on the margins of the Russian investment forum held in the city of Sochi
The head of the region signed the agreement of intent between the Government of the region and the Special Purpose Company “Gorny”, LLC on implementation of the investment project on construction of a fertilizer plant.
It is expected that the new production facility will be located on the industrial base of the “Gorny” Federal State-Owned Enterprise situated in the Krasnopartizansky municipal district. This project is implemented with the support of the Ministry of Industry and Trade of the Russian Federation; the “Scientific and Production Enterprise Platex”, LLC has acted as the project promoter. It is planned that the new plant will produce ammonia, urea and ammonium nitrate.
The General Manager of the “Scientific and Production Enterprise Platex”, LLC Dmitry Avdeev noted that this investment project will be implemented within the framework of the new public and private partnership law: “There are two partners involved here - the Special Purpose Company “Gorny”, LLC which has just signed the protocol of intent and the Ministry of Industry and Trade of the Russian Federation acting as the owner of the facility in which territory the fertilizer plant construction is proposed. All this is taking place with a great involvement and support of the Government of the Saratov region which makes it possible to count that this project will be implemented.”
The Governor Valery Radaev noted high economic and social importance of this project for the Saratov region: “Our region was the first to complete the chemical weapons destruction program. We are currently having a large infrastructure which now needs to be converted into industrial production of commercial value. This modern production facility may be created within the framework of the public and private partnership.”
The head of the region stressed that the proposed plant will allow to create new jobs for the inhabitants of the municipality where the fertilizer plant will be located.
“This is only one of many opportunities on this industrial site which we shall consider. The Ministry of Industry of the Russian Federation is also interested in the investment projects implementation. We shall discuss all the promising offers. I think that this is a good step forward,” the head of the region said.
